South Korea’s plans for a sprawling semiconductor hub in the southwest are facing stiff resistance from local residents. The proposed Honam complex, key to President Lee Jae Myung’s vision of spreading AI chip production beyond Seoul, hangs precariously on addressing infrastructure bottlenecks.

The project is massive and costly, estimated at 800 trillion won (around $698 billion). It will require a huge amount of energy and water resources, straining the local environment and pushing existing infrastructure to its limits. The four planned chip fabrication plants alone would necessitate a power demand that equates to 70-80% of the current annual electricity consumption in Gwangju and its surrounding regions.

Residents have legitimate concerns about their quality of life. New transmission lines, nuclear reactors, and dam expansions are unpalatable prospects, particularly given past infrastructure failures and inadequate consultation. Neal Won, a principal analyst at S&P Global Energy, identifies the core problem: “A huge amount of new power demand is coming into a region that previously had little.”

The government has promised to work closely with locals, exploring underground power lines, new nuclear options, and reclaimed water. However, these assurances are met with skepticism due to the contentious history surrounding energy infrastructure in South Korea.

Recent experiences from chip cluster projects in Yongin provide cautionary tales of the challenges ahead. Samsung Electronics and SK Hynix have faced delays due to power and water issues, highlighting the need for more substantial and accelerated infrastructure expansion. Energy Minister Kim Sung-whan’s suggestions of building new nuclear reactors and small modular reactors are a nod towards addressing these concerns but may not be enough to assuage local opposition.

The debate surrounding nuclear reactors highlights residents’ deep-seated anxieties about environmental impact and public health risks. Roh Byeong-nam, a farmer and co-chair of an anti-nuclear coalition in Yeonggwang county, is unequivocal: “To now talk about new construction, on top of extending the lifespan of ageing reactors, is nothing less than a declaration that Yeonggwang will become a nuclear testing ground and eventually a permanent nuclear waste site.”

The water supply plan is equally contentious. With an estimated daily need of 650,000 tonnes, developers are banking on reclaimed water and five dam systems to meet this demand. However, these plans are being met with resistance from residents near the Dongbok Dam, who are concerned about their homes’ proximity to a raised dam.

The South Korean government faces a daunting task in balancing economic ambitions with local concerns. For the Honam complex to succeed, it must not only address infrastructure issues but also win over skeptical residents and alleviate fears about environmental impact and public health risks. The clock is ticking – with a target completion date of 2030 – and every delay will chip away at its viability.

The fate of South Korea’s semiconductor hub ambitions hangs precariously on resolving these critical challenges. If the government fails to address local concerns, it may find itself entangled in protracted battles over infrastructure, which could ultimately jeopardize the project’s success. The Honam complex is a test not only for President Lee Jae Myung’s vision but also for South Korea’s ability to balance economic growth with environmental sustainability and public consent.

The stakes are high, and failure is not an option.
